A brief history of The World General Medical Council

The idea to establish an international medical organization came to Mr. Hossain Aaalamani's mind when he was at medical school. His consultants and his friends agreed with his idea.The WGMC established on 22 october 1968 in TEHRAN - IRAN by founder of the WGMC Mr. Aaalamani. He was waiting for a very long time to find the best opportunity for his aim.

During meeting between Dr Aaalamani and a Neurosurgeon who came from France to London to meet Dr Aaalamani about the arrangement of a conference on 14th June 1993, Dr Aaalamani proposed a motion to establish officially The World General Medical Council and was agreed by the Neurosurgeon.

During the meeting between Dr Aaalamani and the Neuro-oncho-gerontology on 24th July 1993, Dr Aaalamani explained his meeting with the Neurosurgeon and his idea about the official establishment of The World General Medical Council, he was agreed with Dr Aaalamani's idea.

During the first meeting of the International Medical Services, which took place in London on 26th of August 1993 in the presence of many medical scientists, Professor Dr Aaalamani proposed a motion to establish officially the WGMC. His motion was carried unanimously at the meeting. He was unanimously elected to the high office of 'President' of the WGMC, and he was made the WGMC's first professor of medical vocation. Professor Aaalamani became Founder, Leader and President of WGMC.Professor Aaalamani proposed the aim of the WGMC to be the UNIVERSAL SAFEGUARDING OF PHYSICAL, PSYCHOLOGICAL, SPIRITUAL AND COMMUNITY HEALTH.

The WGMC was admitted on 23/09/1993 where Hippocrates was born 'isle of Kos' in Greece. The WGMC registered on 29th May 1994 at the resting place of M.Z. Rhazes in the city of Ray in Iran. Professor Aaalamani, leader and president of WGMC proposed a motion to establish a University of the WGMC on the first international conference of the WGMC on the 3rd March 1994. The motion was carried unanimously by the members and he bacame the first Dean of the University of the WGMC. The university of WGMC was opened by Professor Aaalamani on 21st March 1995 in Khoramshahr in the Middle East.

1. Universal compassion and cooperation instead of competition and rivalry;
2. The doctrine of absolute medical secrecy;
3. Neither causing nor doing any harm to patients;
4. Acting without fear or favour.
5. The goodwill of Hippocratic practices are not opened to abuse or misuse by patients and states;
   
   

REGULATION OF HIPPOCRATIC PRACTICES OF THE WGMC

CATEGORIES OF MEMBERSHIP

1. Defenders:
   Defenders are founding members who unanimously laid the foundation of the WGMC on 26/8/1993
2. Companions:
   Companions are those appointed by the Defenders from the said date of 'Registration' in the city of Ray the resting place of Rhazes.
3. Believers:
   Believers are those who voluntarily enter the Hippocratic Brotherhood of the WGMC after the date of 'Registration'. The Defenders appoint companions and Believers who are unable to prove their strike adherence to the ethical teachings of Hippocrates. Fellow Defenders can only discipline defenders.

RELATIONS OF HIPPOCRATIC PRINCIPLES & THE LAWS Of STATES

THE STANDING OF THE WGMC IN THE WORLD BROTHERHOODS OF HIPPOCRATIC PHYSICIANS

MACROSTRUCTURE & INFRASTRUCTURE OF THE WGMC

At the international, National, Provincial and municipal levels the structure of the WGMC is as follows:

1. The office of the President.
2. The office of the secretary.

The following duties have been assigned to the President:

1. Interaction with the legislative authority.
2. Interaction with the executive authority.
3. Interaction with the judicial authority.
4. Interaction with other bodies & WGMC .
5. Duties of the secretary.
6. Other Hippocratic activities.

The following duties have been assigned to the Secretary:

1. Standards and medical education.
2. Maintaining of Hippocratic ethics.
3. Maintaining Hippocratic disipline.
4. Personnal (dependent upon circumstances and subject to approval by the WGMC).
5. Treasury.

UNIVERSITY OF THE WGMC

1. Formation of several groups of scientists and experts in natural scientific branches of knowledge including medicine.
2. The membership list of these groups shall undergo annual revision.
3. The overall aim of formation of these groups shall be; facilitation of transmission and communication of the most advanced and up to date natural scientific knowledge including medicine, to those in quest of excellence in science and medicine.
4. Setting up of secretariat and group of scientists for the purpose of efficient and competent administration of the operational policy, such as taking care of the safety, security and welfare of the teachers, students, staff and those engaged representing the University of the 'WGMC' to the outside world.
5. The level of teaching should be tailored to the need of specialists in various branches of natural sciences including medicine.
6. These activities should include the exchange and transmission of scientific truth in different cultures as its most up to date level. The management of the university of the WGMC shall decide the policy.
7. The said groups shall organise workshops in order to realise the bonafide and charitable aims of the University of the WGMC.
8. The said groups shall co-operate in order to print and publish the transactions of the held workshops regular intervals.
9. All participants in any workshop shall receive in advance of any workshop a manual concerning the subject matter of the workshop in order to intellectually prepare the participants for the transactions of the relevant workshop.
10. The lengths of the period of the activity of any single workshop shall be jointly determined by the secretariat and group of scientists'charge of the relevant workshop.
11. In case of difference of opinion between the relevant group of scientists and board of the management of the University of the WGMC shall decide the policy.
12. The management board of the University of the WGMC shall decide the correct policy and settle the difference between the secretariats and relevant group of scientists.

The WGMC is a charity. The entire income must be spent on administration of the University of the WGMC.
The WGMC is currently being developed.
After appointment of the Board of management of all states of the World the General assembly of the WGMC will take place.
At the meeting General election will be called. Every natural person present at the assembly is entitled to one vote only.
There is no VETO in WGMC.

The date pronouncement of the following rules will be announces at the later date.

Dear Members of the World General Medical Council,

It is indeed a great pleasure to be part of this organisation.

We need to be strong and united. I am sure we will gain from academic exchange and personal contact to reinforce old friendships and forge new ones. A spirit of scientific enquiry directed to help our patients must be the underlying them of our Council and not our own personal interest ot enrichment. For our discipline's continuing advance, we need future teachers, anxious a create an atmosphere that will encourage researche and creative scholarship. Let us organize new meetings all over the world. Let us join order to improve our craft and maintain truth in our science and be responsible for the morality of our Council.

Terms and Conditions of Admission

1. Certificate of completion on the graduate medical studies issued by the competent state authority.
2. The board certificate of specialization issued by the competent state authority. A period of at least 3 years training would be necessary. (General practice is speciality).
3. Successful in medical school examination by WGMC (2 days)
   Successful in interview for relevant speciality (one day)
4. The language of examination is a native language of applicant. Successful in language examination by the WGMC (members decided to work in other country).
5. The registration for duration of the first 5 years is a limited and is subjected to yearly renewal.
6. Those who successfully have held certificate of limited registration for 5 consecutive years may make an application for permanent registration and subjected to the yearly renewal. The application must be supported by three referees in writing. The referees must themselves be a permanently registered members of WGMC.
7. A handling charge is payable in respect of providing brief information of WGMC and examinations membership.

   The fee is to be determined by the state authority of WGMC and may vary from time to time.
